Intelligence is conspiratorial, clandestine, dangerous, seductive and volatile, full of betrayals and reprisals on both sides.

Third generation gangster Jimmy Reardon and Director of Vancouver's Organized Crime Unit Mary Spalding have made deals with the devil; that is, Jimmy has made the deal to work with Mary Spalding as a star informant, and Mary has made the deal to provide Reardon with protection from prosecution. Each will attempt to use the other without getting caught in the act.

Reardon works with a treacherous gang of cut-throat dope dealers, pimps, thieves, and addicts including his right-hand man Ronnie Delmonico, his ex-wife Francine, and brother Michael. While Jimmy and Ronnie struggle to keep their people in line and out of jail, Spalding has her hands full dealing with a clutch of errant, power hungry intelligence agents eager to see her fail and their own careers advance. Heading this voracious pack is her immediate underling, veteran agent and loose cannon, Ted Altman, who is working to take over her job at the Organized Crime Unit (OCU) and prevent her promotion to head the western division of CSIS (Canadian Security Intelligence Service).
